You can register with a GP practice even if you do not have a fixed address.

Registering without a fixed address
A GP practice can still register you if you do not have a fixed address. The practice may use a temporary address, a care-of address, or another suitable contact address.
If you do not have a phone number or email address, tell the practice the best way to contact you.
Proof of address or ID
You may be asked for documents if they are available, but you do not need proof of address or ID to start GP registration.
Not having documents should not stop you asking to register.
